Hi Alex,
If you are referring to Affiliates Enterprise plugin please follow these instructions.
Once you choose Ruble as currency for your e-commerce plugin, affiliates will get commissions to that currency.
Regarding the level of tier commissions, please go to Affiliates > Tiers, enable tiers and set the desired number of levels and then Save your settings.
