Affiliate should be able to add a referral. We need to have ability to add additional fields for referal. Affiliate shoud be able to register referral user (WP User).

I mean that if you use Groups plugin, you can keep affiliates in a specific group where you can add a capability of adding new users.
Groups plugin is free, so you can try using it and if you need further assistance on how to configure what i mentioned above, don’t hesitate to ask me.

With respect to referrals, we are needing to capture the profile of the referral contact and possibly create a WP user or send them invitation to self register. As you are probably aware referral process, may also lead to introduction and further communication and tracking of giving access to transactions of referral organization and referrer assignment to referral org or contact is crucial. We feel there is a gap in the referral process in recognizing the org or org contact as user that is involved in referral process who potential will get access to page content or be referred specific products or services. We saw group plug in but we could not understand how it will help us in addressing the needed functionality.

You can change Permissions under Affiliates>Settings and give permissions to specific roles to access and/or administer affiliates.
For further administration options like adding new users you mentioned above, you can use Groups plugin from itthinx.com.
The available fields for the referral are pretty specific, meaning that each referral has specific info concerning when the referral took place, after which action etc. Which are the additional fields you want for the referral?
