how can the affiliate use the commission that was generated by customers on the store, or can it be loaded as a credit on their account so that they can use it on the next purchase?
If I don’t use the PayPal payout then I can only close the referral to show that it was paid out

Yes, you can allow Affiliates to use their commissions to purchase products on your site.
You would need to install and enable our add-on: WooCommerce Affiliate Gateway, which would allow your affiliates checkout with their commissions.
Once installed, navigate to WooCommerce > Settings > Payments. Then enable the payment option Affiliates Gateway – Pay with your commissions
