I have my default referral status set to PENDING, but when new orders come in, they always have status ACCEPTED.
I have a high ticket item and I am not paying commissions on any sales until after the 30 return period is over. This is why I need the referral status be PENDING when a new order comes in.

Does this happen for all orders or just for completed orders?
Please have a look at Affiliates > WooCommerce where you can change the referral status according to the order status. You can set the referral status for each of the order statuses there.
