I am wondering what “Allow duplicate referrals” does exactly.
Does this mean that if I activate it, affiliates will be able to receive referrals from previously referred customers up to the maximum referral time-out period?

This option will allow duplicate referrals to be recorded having the same transaction data, like amount, transaction id.
If you like your affiliate to receive permanent commissions whenever one of his referred customer(s) makes a transaction with or without using an affiliate link, then you need to have a look at Affiliates Permanent. This premium addon will assign a new customer to his/her referring affiliate permanently.
