Are you sure that it’s the exact same email? I’m asking because if you are testing with the admin account as an affiliate that would result in one email sent to the admin, notifying of the referral granted to an affiliate and another one notifying the admin of the referral granted as an affiliate.
If it’s not that, do you have any other plugin installed that may take part in email delivery? Other than WP Mail SMTP which works fine.
