I exported groups from a sitoweb.
But if I try to import groups from the following error:

Indeed, Groups Import Export can import users and groups.
Please note that since Groups 2.x.x a new model has been introduced where restrictions are based on Groups and not capabilities. There is still legacy support for capabilities but we have also made a migration guide here on how to move to the new model seemlessly.

I still have a question.
All the groups have been imported into the new site.
But if I go on groups, this right appears on the right :”This group has no capabilities.”
So does the plugin import groups but not the capabilities?

Please visit your Dashboard and under Groups > Options disable the option to Show groups in user profiles.. Then try to import your users with Groups Import Export and after that enable the option again if needed.
This is a known issue with current version of Groups which will be fixed in a future update of the plugin.
