Gravity Form creates referral even if the Paypal payment is not yet done and the form is set to only register user after payment is successful.
Since the level starts with 0, for 3 levels. So it goes as 0,1 and 2 instead of 1,2,3.
When we set the rate for the first one for $5 to level 1 and so on up to level 3 with 2 and 3 relative to level 1, it saves the total amount of the form instead of the rate amount($5,$10,$20) set up.
For those without affiliate referral ids, it shouldnt save a $5 for the direct registration. We tested for pending as well and it just didnt diplay on the count but still had a referral rate amount (ex: $5).
Getting confused.

I think it’s better to have a look on your settings. Please provide temp admin access to your site, by sending the credentials to george@itthinx.com and mention the topic title on the subject.
Also, enable WP debugging in case there are issues going on to your site that are logged in debug.log file.
To enable debugging, edit your wp-config.php file and do the following:
Replace this line:
define( ‘WP_DEBUG’, false );
with these lines:
define( ‘WP_DEBUG’, true );
define( ‘WP_DEBUG_LOG’, true );
define( ‘WP_DEBUG_DISPLAY’, false );
