how to set up level rates in affiliate enterprises

We are setting up the commission rates through Affiliate Setting > Commission section. It goes well but when we are setting up the level rates through affiliate Tires; it didn’t work. I wanna know how can I set up level rates for my affiliate members? and also I am curious about how the level up from 1 to 2? Could you give me advise? Thanks.
