New Groups not showing up in Groups Restrict Categories dropdown

We’ve created several new groups+cap but some of these groups are not showing up in the category restrict dropdown unless I create the group+cap as a new group on the edit category screen? What am I missing? I am working as the administrator and have added all groups to my user. I can see the groups in question under the Groups manager. I just don’t see them in the dropdown to assign to category restriction. Is there a cache that needs to be refreshed?
