Setting product rate to 0 for specific products

My affiliate rate is 20%. I have “enable product referral rates” selected, with a default rate set at .20. In settings, I also have “Default referral rate” set at .20. On the 3 specific products that I do not want to allow to be part of our affiliate program, I have product referral rate set at 0.

Clearly there is something wrong with my set up, because when someone purchases one of these three products with using an affiliate link, affiliates are still earning a commission.

Can you tell me what the proper set up would look like so these three products are set at 0, while all other products earn affiliates the default 20% commission?
