I am an admin on my own site and have taken myself out of all groups, yet I am not allows to change groups in the categories edit screen now? What happened?
You cannot set any access restrictions.

Please go to Groups > Options and make sure that all the permissions are set for the administrators of the site. You may see the detailed description for each permission in the documentation for the Options page and especially the Permissions section.
