Then there’s probably a conflict on your installation with the most possible candidate to be another addon for reCaptcha currently active on your site. If you can confirm that your keys are correct, then it is also possible that another reCaptcha validator is rejecting the registration process.
I would recommend you to first review your keys once more, then temporary disable any other reCaptcha validators and if still you have issues, start disabling your plugins one-by-one till you reach the conflicting one.

Most probably the issue you get is related to the Recaptcha plugin you’re using. Please have a look at Affiliates Recaptcha and make sure to use it on your site. This addon is used by Affiliates plugin for recaptcha validation of new affiliate registrations.
