Yes sure you can edit the plugin file and change the amount and rate.

This is a one-time setup, the method checks the transaction amount of the sale placed.

The client has asked if this is a one-time setup or we can set this to reset each month she would like to reward high performers with additional commission but force them to have to repeat the process to continue to receive the added benefit. is there the ability to do this when rewarding commissions based on the amount of sales referred

There are two custom methods you can use based on how you want to reward affiliates.
The first is Affiliates_Custom_Method_By_Sales where the referral rate would depend on the number of referrals/sales.
The second is Affiliates-Custom-Method-Minimum-Rates where the referral rate would depend on the amount of the sale referred.
