How would I go about integrating this — say affiliate sells 1 – 100 items, they get 10% commission, and then if they sell more than 100 – 500 maybe they get a 15% commission?

You can easily define different affiliates groups per sales performance with Groups free plugin. Each group can have a single rate set and all you need to do is promote each affiliate based on their performance.
Please follow this process to set it up.
First, you should install and activate Groups plugin. Go to Groups > Groups and add new groups named like 0-100, 100-500 etc. or something similar. In the beginning all your affiliates should be members of the first group. Go to Users > All users, select your affiliates, choose the desired group, choose the action Add to group and click on Apply.
After that enable Rates Method in Affiliates > Settings, under Commissions tab( if not already enabled). Go to Affiliates > Rates and add some rates for your groups. For example choose Type rate, set a value, choose the Group 0-100 and click on Create button. Repeat this process for the rest of your groups.
Whenever an affiliate improves sales performance, all you have to do is go to Users > All users, select the affiliate to-be-promoted, remove him from his current group and add him to the next group.
Regarding the promotion process there is a free addon we have built, called Affiliates Rankings, that automates promotion based on set parameters. You can set the groups names and promotion conditions and let the addon evaluate performance and promote affiliates accordingly.
